A misconduct hearing has heard that officers from the Metropolitan Police were using their personal phones to take photos of crime scenes, including highly sensitive images of deceased individuals.

The internal probe also revealed that officers were regularly sending these images to each other on WhatsApp as a workaround to compress file sizes before uploading them to official systems.

According to officers involved, this practice had become “common” due to issues with work issued devices, which they claimed did not take photos of sufficient quality for evidence purposes.

However, the hearing exposed disturbing details about how these images were handled.

Police Constable Billy Manning was found to have kept a photo of a severely decomposed elderly man on his personal phone after attending a scene in Dalston, East London in September 2021. The man had reportedly been dead for days or even weeks before being discovered.

The image had originally been taken by a colleague and shared via WhatsApp to reduce file size for official use. While PC Manning deleted the photo from his phone’s camera roll, it remained stored within his messaging app.

When warned about this, he reportedly responded with laughing emojis.

Another officer involved, PC Frankie Jordan, stated he did not believe he had done anything wrong, claiming that using personal devices in this way was routine practice among officers, especially in situations where official equipment was lacking or unavailable.
